Public Administration Reform and Development in Indonesia, Korea, and Southeast Asia

Reformation became the main conception carried out by Southeast Asian countries. The general theme of reform policy in ASEAN countries is the creation of good governance for the welfare of society. The Ministry of Administrative and Beureucratic Reform in collaboration with the Korean Research Institute will hold an international reform symposium and workshop 2019, with the theme "State Capacity for Public Reform and National Development Sector in Indonesia, Korea, and Southeast Asia". This theme was raised to emphasize the importance of strategic cooperation among ASEAN countries in guarding governance reform. This seminar will be attended by 500 practitioners and academics from all ASEAN countries, Australia, Korea and New Zealand.

Theme of Symposium

  1. PERFORMANCE-BASED BUDGETING
    The government needs to prioritize the use of the budget by ensuring that every budget spent has obvious and measurable results. Performance-based budgeting is part of the public sector performance management process, where performance is the base for planning and budgeting
  2. TRANSPARENCY AND ACCOUNTABILITY IN HUMAN RESOURCE MANAGEMENT
    Human resources are one of the most important resources in every government, where the civil servant as mobilizers and maintainer of other resources that have to capabilities and competencies. Therefore, civil servant have to be transparent, accountable, and free from Corruption, Collusion and Nepotism.
  3. E-GOVERNMENT AND SERVICE DELIVERY
    The rapid development of technology encourage an increase in the demands of the society for quickness and easiness. Therefore, the government implements e-goverment in response to the demands of the society, but its implementation needs a strategy to minimize detention and manage defiance of technology.
  4. INTEGRITY IN PUBLIC AUTHORITIES
    Corruption becomes an enemy for every government. Various efforts have been made to prevent and exterminate corruption. One of these efforts is to improve employee integrity. Therefore, it would be interesting if every country in ASEAN told each other about the development of integrity in their countries so that later the ideal development of integrity will be seen and suitable with the characteristics of the ASEAN government and society
  5. REFORM IN LOCAL GOVERNMENT PRACTICES
    The success of implementation bureaucratic reform in a country is not determined by the success of the central government alone. Bureaucratic reform in local governments encouraging for strong national growth. Various action and efforts of local governments that have successfully built bureaucratic reform will be a model for other local governments that are undergoing this process
